A new quarterly journal devoted to science policy issues made its
debut last week. It is called ''Issues in Science and Technology''
and is published by the National Academy of Sciences, the nation's
most prestigious scientific organization.
Academy officials hope that the new publication will eventually
become as pre-eminent in its field as the journal ''Foreign Affairs''
is in the world of international diplomacy. The publication is aimed
at decision-makers in government, industry, and the universities, as
well as scholars and students.
The first issue contains articles on the proposed ''Star Wars''
ballistic missile defense, air bags, the state role in
reindustrializing America, weaknesses in new hospital reimbursement
schemes, export controls on high technology, the role of scientists
in political debates, and brief book reviews.
Allen Hammond, the editor of ''Science84,'' a popular science
magazine published by the American Association for the Advancement of
Science, will also edit the new Academy journal. He is supported by
an advisory board of 16 members, headed by Simon Ramo, a former vice
chairman of TRW Inc. Other members include the presidents or other
very high officials of major universities and corporations, as well
as Robert S. McNamara, a former defense secretary.
